**№2 — 11 tizim guruhi** (§2.2.4 ro'yxati): `owner`, `admin`, `warehouse_manager`, `production_supervisor`, `worker`, `sales_agent`, `driver`, `accountant`, `viewer`, `partner`, `customer`. `is_system = true`, `INSERT … ON CONFLICT (code) DO NOTHING` — 🔴 **bor bo'lsa TEGILMAYDI** (korxona `name_uz`/tarkibni tahrirlagan bo'lishi mumkin). **№3 — `owner` tarkibi:** katalogdagi **barcha `active` kod** → `permission_group_items`, `ON CONFLICT DO NOTHING`. 🔴 **R39 (d) — faqat QO'SHISH:** har deploy'da **yangi** kodlar `owner` ga tushadi; ega **ataylab olib tashlagan** eski kod **tiklanmaydi**. Iz: `auth_logs` ga **bitta agregat qator** (`actor_type='system'`, `action='catalog.distributed'`, `result='allow'`, `details={added_codes:[...]}`) — 🔴 yangi kod bo'lmasa qator **yozilmaydi**. **№4 — `viewer` tarkibi HISOBLANADI** (statik ro'yxat emas): `SELECT code FROM permissions WHERE code LIKE '%.view' AND code NOT IN (<10 istisno>)`. 10 istisno (§7.6.2): `employee_salary.view`, `cost.view`, `selling_price.view`, `production_cost.view`, `finance.view`, `auth_log.view`, `payroll.view`, `user_permission.view`, `customer_document.view`, `supplier_document.view`. **№5 — qolgan 9 guruh BO'SH** (`permission_group_items` da nol qator): `admin`, `warehouse_manager`, `production_supervisor`, `worker`, `sales_agent`, `driver`, `accountant`, `partner`, `customer`. 🔴 Bu **qaror**, kamchilik emas (§7.6.1/§7.6.3) — to'ldirilmaydi.

Spec matni tasdiqlandi: 09_auth.md#2.7.2 band 3 "owner tarkibi -- barcha active kod" (SQL WHERE p.active=true bilan mos), #7.6.2 formula "*.view AND NOT IN (10 istisno)" active filtrisiz (SQL bilan mos) -- assimetriya spec matnida haqiqatan bor. Kichik kuzatuv (bloklovchi emas): owner insertidagi active=true filtri hozirgi fixture bilan sinalmaydi (barcha 135 kod active=true; filtrni olib tashlasam ham 7/7 test yashil qoladi) -- kelajakda inactive permission paydo bo'lsa shu filtr uchun test qo'shish tavsiya etiladi.

Fayl nomi ATAYLAB "permissions_..." bilan boshlanadi: Flyway repeatable migratsiyalarni description bo'yicha alifbo tartibida bajaradi, "permissions_groups_and_items_seed" > "permissions_and_currencies_seed" (birinchi farqlanuvchi belgida g>a), shu sabab bu skript bootstrap'da HAM permissions seed'idan keyin yuradi -- buni Testcontainers testi (Spring context orqali real Flyway migrate) tasdiqladi: log'da "permissions and currencies seed" -> "permissions groups and items seed" tartibida ko'rinadi. Owner tarkibi = 135 ta active kod (WHERE active=true, spec talabi bo'yicha), viewer esa #7.6.2 dagi aniq formulaga so'zma-so'z mos (active filtri YO'Q -- spec shunday bergan, owner bilan bu jihatdan asimmetriya ongli). auth_logs agregat qatori faqat RETURNING orqali chinakam YANGI qo'shilgan kodlar bo'lsagina yoziladi (HAVING count(*)>0). Parallel EP-09-T02-S03 xuddi shu branchda R__organization_and_system_user_seed.sql ustida ishlayapti -- unga tegmadim, commit faqat pathspec bilan (2 ta o'z faylim).
